The 1930s rolled on in a kind of blissful calm before the storm. Hertzog´s "civilized labour" policy gave job preference to "civilized" whites instead of "uncivilized" blacks, absorbed large numbers of poor whites in the enlarged public sector, especially railways, and the economy moved slowly out of the doldrums. Life returned to normal and white South Africa was infused with a new spirit of unity and optimism.
